If Gov. Brown actually wants to conserve water, why doesn’t he cover the hundreds of miles of canals in California?

Standard evaporation calculations show that covering those canals would save more than 50,000 acre feet of water each year. 50,000 acre feet of water exceeds the mandatory 25 percent savings he is demanding from San Diego.

To fund this project, he could use the money from his never-to-happen high-speed rail quagmire.

Lastly, mounting solar panels on the canal covers would produce about 10 gigawatts and thus exceed California’s renewable energy quota for years to come.
